Requests for Proposals for Walters State Community College (WSCC), WIOA Fiscal Agent, on behalf of the Smoky Mountains Area Workforce Board (SMAWB)

The WSCC Center for Workforce Development at Walters State Community College, on behalf of the SMAWB, is soliciting proposals for two projects.  The projects are for 1) development of an online asset mapping program; and 2) for a study of the area’s underemployed, part-time/seasonal, and discouraged workers, including individuals with disabilities.  Ten counties comprise the local area:  Claiborne, Cocke, Grainger, Greene, Hamblen, Hancock, Hawkins, Jefferson, Sevier and Union.  Proposals are due in the CWD office at no later than 4:30 p.m. Eastern, May 30, 2017.  The CWD office is located in 242 at WSCC, 500 South Davy Crockett Parkway, Morristown, TN 37813.

The projects are funded by a grant from the Tennessee Department of Labor and Workforce Development.

Request for Written Proposals for American Job Center One-Stop Operator and Career Services for LWDA 2

Smoky Mountains Workforce Area Board of Local Workforce Development Area (LWDA) 2, in Morristown, TN, is seeking proposals for the Workforce Innovation and Opportunity Act (WIOA) One-Stop Operator and Career Services.  The purpose of this RFP is to identify and fund an entity to coordinate service delivery of the required One-Stop American Job Centers (AJCs) partners and service providers in the four AJCs in the local area (Claiborne, Cocke, Grainger, Greene, Hamblen, Hancock, Hawkins, Jefferson, Sevier and Union Counties) or Local Workforce Development Area 2.

The RFP describes the types of services required under the contract, including overseeing centers, center certification, evaluating performance, evaluating customer experiences, coordination of partner programs, serving as a liaison to the Workforce Board, and others.  Each bidder must use its best business expertise to assess the ability to provide all the listed services.

Proposals must be received by 3:00 p.m. on June 13, 2017.  Proposals may be submitted by email to wioa.cwd@ws.edu or may be hand delivered to the Center for Workforce Development.

Proposal will be ranked on the basis of responsiveness to the requirements of the RFP.
