Public Notice: Request For Proposals for Regional Economic Study

The Alliance for Business and Training (AB&T) of Local Workforce Development Area (LWDA) 1, in cooperation with LWDAs 2, 3, 4 and 5 in the State of Tennessee, is seeking proposals from qualified firms, groups, or individuals to conduct a Workforce and Economic Development Strategic Analysis and Action Plan study for the grand East Tennessee region. This study will be conducted by an agency selected through standard procurement process in compliance with and under the guidance of the Workforce Innovation and Opportunity Act (WIOA) of 2014 and any guidance and/or regulations thereto and according to provisions of the U. S. Office of Management and Budget Uniform Guidance.

The following 34 counties are included in the LWDAs 1, 2, 3, 4, and 5 in Tennessee and comprise the East Tennessee region: Carter, Johnson, Sullivan, Washington, Unicoi, Claiborne, Cocke, Grainger, Greene, Hamblen, Hancock, Hawkins, Jefferson, Sevier, Union, Knox, Anderson, Blount, Campbell, Cumberland, Loudon, Monroe, Morgan, Roane, Scott, Bledsoe, Bradley, Hamilton, McMinn, Marion, Meigs, Polk, Rhea and Sequatchie Counties.

Outcomes of the study must include a comprehensive assessment of East Tennessee’s businesses and industries, the workforce, education and economic development communities and other regional partners and stakeholders which will promote development of a data driven and innovative approach to regional strategic workforce planning. The study should also contribute to the development of a framework for sustainability and, in particular, steer east Tennessee toward economic growth and prosperity for its citizens.
